Introduction 2, an ASEAN (2025) inter-governmental body responsible for disaster risk management in the region, floods are the most frequent disaster type across ASEAN Member States (AMS), accounting for 63% of all reported disaster events in this region. Floods directly threaten the livelihood of 23% of the total ASEAN population (approximately 146 million people) (AHA Centre, 2024), and cause major economic loss; with Indonesia, the Philippines, Thailand, Vietnam, Malaysia, and Myanmar, each incurring between US$3 and 30 billion annual average loss per year (ASEAN Secretariat, 2025).
